Agricultural Knowledge Management Unit (AKMU)

ARIS cell was renamed as AKMU as per ICAR guidelines (F.No. 3-1/2010-GAS (DIPA) dt 27 January, 2011. The AKMU came into being in the terminal years of VIII Five Year Plan. Information technology and agriculture, both were considered incongruous to each other few decades ago, but now the scenario has changed. Today, information system is being widely incorporated with agriculture. Information technology always had the potential to increase the quality of farming and farming products, but it demands efficiency and information in every area of agriculture. With revolution in information technology, access to desired information by scientists and research managers has assumed paramount importance. With this in view, AKMU is trying to integrate information system and databases through an electronic network linking NARS institutions to support planning and management of agricultural research. At present AKMU is equipped with necessary hardware and software. The goal of AKMU is to strengthen Information management culture using modern tools within the NARS so that the agriculture research becomes more efficient and effective. The major objectives are:

  • ❖ To put information close to scientists and managers.
  • ❖ To build capacity to organize, store, retrieve and use relevant information into agricultural research infrastructure.
  • ❖ To share information over national agricultural research system.
  • ❖ To improve capacity to plan, execute, monitor and evaluate research program.
  • ❖ To promote ICT driven technology and information dissemination system for quick, effectual and cost-effective delivery of messages to all the stakeholders in agriculture.

Keeping pace with the current knowledge diffusion trends, AKMU is delivering and showcasing technologies, policies, publicity support and other activities of the institute through, electronic and web mode.

Routine activities of AKMU

  • ❖ Local Area Network (LAN): Maintenance of LAN infrastructure of the Institute.
  • ❖ The internet connectivity: Lease line of the institute under National Knowledge Network (NKN) provided by ICAR and Fibre to The Home (FTTH) provided by BSNL.
  • ❖Maintenance and Updating of Institute Website: The Institute website provides overall research activities and achievements of ICAR NEH and its regional centres. The contents of the Institute Website are periodically updated. The information on training programmes, recruitments of temporary staff, tender notices and other circulars of the institute are periodically uploaded in the Institute Website.

HYPM (Half Yearly Progress Monitoring System of Scientists)

With a view to ensure more objective evaluation of the half-yearly performance of Scientists in ICAR, IASRI, New Delhi has developed this online system of Half Yearly Progress Monitoring. At the institute level HYPM is being maintained by a team of scientists led by a nodal officer who has been given authenticated access. Issues encountered by the scientists of the institute in accessing the system is resolved by the said team for smooth reporting and reviewing of the six-monthly target and achievements. ARS (ICAR) scientist posted at the institute or any one of its six regional stations has access to HYPM software through a unique UserId & Password. Facility has been provided to enter proposed targets for the coming half-year and achievements of the completed half-year independently with respect to Research, Teaching, Training, Extension and Other Prioritized Activities.





PIMS (Project Information & Management System of ICAR)

Project Information & Management System of ICAR (PIMS-ICAR) developed by Indian Agricultural Statistics Research Institute (IASRI) checks duplication in research projects both at divisional as well as inter divisional level, for on-line monitoring and concurrent evaluation of the ongoing research projects and for other management requirements. At the institute level PIMS is being maintained by a team of scientists led by a nodal officer who has been given authenticated access. Issues encountered by the scientists of the institute in accessing the system is resolved by the said team in consultation with Technical Cell and PME Cell of the institute.





Personnel Management Information System Network (PERMISnet-II)

PERMISnet-II developed by Indian Agricultural Statistics Research Institute (IASRI) has vast Information coverage as it contains personal, professional and referential attributes of personnel along with information on plan wise cadre strength and institutional parameters for different categories of ICAR institutions. System provides different access rights to Research Management Personnel (RMP), Nodal Officer and Individual users of the system. Nodal Officer have access to data management module along with exhaustive report modules. Individual users have the right to view, print and update their information. At the institute level PERMISnet-II is being maintained by a team of scientists led by a nodal officer who has been given authenticated access. Issues encountered by the scientists of the institute in accessing the system is resolved by the said team.





MIS-FMS (Management Information System-Financial Management System)

An ERP solution for ICAR is being developed at IASRI under NAIP sub-project “Implementation of Management Information System (MIS) including Financial Management System (FMS) in ICAR”. This system includes solutions for Financial Management, Project Management, Material Management, Human Resource Management & Payroll at ICAR. At the institute level MIS-FMS is being maintained by a team of scientists led by a nodal officer who has been given authenticated access. Issues encountered by the scientists of the institute in accessing the system is resolved by the said team.





PMS (Personal Information Management System)

ICAR Personnel Management Information System has been implemented across ICAR. The system provides users ability to add, modify, retire, transfer scientists belonging to various cadres such as scientist, senior scientist, principal scientist, RMP positions (HoDs, Director, ADG, DDG, DG). Service details of all scientists were updated by individual scientists/PME incharge. ERP ids of scientist were also mapped to their service details. At the institute level PMS is being maintained by a team of scientists led by a nodal officer who has been given authenticated access. Issues encountered by the scientists of the institute in accessing the system is resolved by the said team.
